Allow me to reserve an IP address during upgrades

I have had a few droplets where I needed to upgrade the droplet but not as a quick resize. In this case, the trick is to destroy the original and recreate from a snapshot. In theory, you'll get the old IP back, but it's not guaranteed.

I would like to suggest two things.

1. Have an option to resize the hard disk along with CPU/Memory, even if it takes a long time to do.

2. Have an option to guarantee you get the same IP (both external and any private IP) back on a new machine.
